WBIR: Knoxville mayor's race apparently headed for runoff (VIDEO)

EXCERPT:

It appears that the 29 provisional ballots that have not been counted in the Knoxville Mayor's race will not affect the outcome. Election Commissioner Dennis Francis says the only votes remaining to be counted are those provisional ballots. Mathematically, those votes can't make a difference in the outcome of the race...

Padgett meanwhile says his campaign is looking forward to the next 6 weeks and plans to host a press conference to discuss what he calls the "Padgett Plan". Also, he's starting to court Ivan Harmon and his supporters to see if he can gain a sizable portion of the 3683 votes Harmon received.

"We were ready for this.  The general election is a whole new ball game.  We're ready to do this.  We're going to reach out to Ivan's people and Ivan as soon as I get a chance.  He's a worthy opponent and a great guy.  We hope to pull through and make this as close on November 8," Padgett said.
